Kofi Kankam expert Jack - my advice for re-applicants is to be demonstrably better when they apply again and to apply early (round 1) if possible. Be article to articulate how you/your friend is a better candidate. Achievements like: 1) Improved GMAT/GRE score; 2) New responsibility at work/new promotion; 3) Classes taken to address a weak GPA; 4) Improved understanding of the school stemming from conversations with students and alumni; 5) Stronger leadership based on increased activities outside of the classroom. That's a rough list on where I would start to differentiate my candidacy if I were a re-applicant.
