Can I apply for MS+Phd when applying for MS in Universities since I want to go in research domain?

You can apply for a MS program first to perhaps improve your grades or get accustomed to the theoretical nature of Masters work, but it does generally take longer than just going straight to a PhD program. In that case you probably want to wait until your MS program has started until you actually apply for a PhD program. If grades aren't the issue, I don't see WHY you would need both unless you have concern about pulling out of the PhD program and want the MS degree on your CV.
